Specify eligibility, rate, standard, duration, geographic scope, exemptions and delivery channel.

Identify authority, budget, administration, enforcement, data and grievance mechanisms.
What prevents harm?
Build in distributional protection, review triggers, sunset clauses and adaptation rules.
